Proof to Progress Standards
Proof to Progress applies the OECD-DAC criteria, recognized by donors worldwide, including the U.S. Government ecosystem, the United Nations system, the European Union, bilateral development agencies, multilateral development banks, global funds, and private foundations. These criteria shape the questions we ask, the evidence we gather, and the conclusions we draw, with attention to equity throughout.
OECD-DAC Criteria
Relevance. Does the program respond to the real needs and priorities of the people and communities it serves?
Coherence. How well does the program fit alongside other efforts, policies, and partners working in the same space?
Effectiveness. Is the program achieving its intended outcomes, and for whom?
Efficiency. Are resources being used well, and is the value delivered worth the investment?
Impact. What difference has the program actually made, including effects that were never intended?
Sustainability. Will the benefits continue once the funding and support end?
